The President (no name given in show) was the current president of the United States in "Time-Police Part 1." However, he could most likely be called President Hightower, as the blue bullet tells The Warden about him being sent to Timejail after the assignation of President Hightower, in an alternate future, which was actually prevented by the Time-Police.

Future Warden: Obviously he has contempt for him. This is displayed when he attempts to kill him with a pen, calling him a "madman."
Other nation/world leaders: Forced into an alliance from the threat that Superjail poses to the entire world.
Jailbot X - He was zapped to death by Jailbot X, along with some other nation/world leaders.
